Clare Bromiley-Carmen currently heads up Banking, Capital Markets and Asset Management at Department for Business and Trade in the UK Government. In this role, she works to secure growth in the UK through Trade and Investment in Financial Services. Before joining the Civil Service, she was studying for a MSc in Risk Analysis at Kings College London whilst on sabbatical from the Bank of New York Mellon. She has over 20 years in the private sector, holding senior roles in Financial Services, including Relationship Management and Business/Strategic Development at the Bank of New York Mellon, RBS, Deutsche Bank and Morgan Stanley. Originally from Australia, she holds a Bachelor of Economics from The University of Queensland.

Andy joined ISLA in 2013 and took over as Chief Executive in mid-2016. As well as leading our advocacy efforts with policymakers and regulators, he is also responsible for defining the aims and objectives of the Association and ensuring that we meet the needs and requirements of our member firms across Europe, Middle East & Africa. He regularly participates in panel discussions at conferences and events, representing the interests of the industry and advocating the importance of securities lending to the efficient functioning of the broader capital markets.
Prior to joining ISLA, he held senior product and account management roles across the securities finance industry including Deutsche Bank, HSBC, Prudential M&G and IHS Markit (formerly Data Explorers).
Before joining the world of capital markets, Andy worked in commercial and corporate finance banking including aerospace finance.

Anant Gajjar leads the GBM Capital and Treasury Analytics team. He joined HSBC in 2006 working in the Derivatives Model Review Group reviewing Global Markets Pricing and Risk models. He moved to Global Markets Capital Management within Business Finance in 2013, focussing on managing financial resource usage of the Markets business. Anant transitioned to leading the team in 2020 and has recently expanded his scope to cover the Global Banking and Markets business as a whole. Covering all financial resources with an aim of ensuring that resource usage is understood, efficient and sustainable across the medium term horizon which includes understanding and advocating on regulatory changes.

Farrah joined ISLA in September 2019 and is Director – Regulatory Affairs within the Regulation & Market Practice group.
Farrah provides invaluable support to this strategically important part of the Association’s focus, by working with the various workstream coordinators to monitor and assess EMEA financial regulations, including Tax, that have potential to impact the securities lending market.
Farrah reviews regulatory implementation, consultations and manages industry working groups, whilst monitoring updates from policy makers & National Competent Authorities to maintain best practice documentation.
Prior to ISLA, Farrah occupied client service and desk support roles within derivatives and securities lending middle office, as well as in asset servicing operations, for J.P Morgan Chase.

Tim McLeod, Managing Director, is responsible for Global Investment Operations in EMEA and is the Global Head of Securities Lending Operations. Tim sits on the Bank of England Securities Lending Committee and Equilend’s Product Committee and Tim’s service with the firm dates to 2001 including his time with BGI. Prior to BGI, Tim worked for M&G and Bank of New York Mellon, and graduated in 1997 from Liverpool JM University with a BSc in Politics.

Dr Jack Meaning is Barclays’ UK Chief Economist, responsible for devising and delivering the bank’s view on the macro outlook for the UK economy. He joined Barclays in 2023 from the Bank of England, where he spent three of his seven years as the Economic Advisor to the BoE’s Chief Economist. He also led the team that designed and evaluated the Bank’s monetary policy tools. In 2022, Jack co-authored the now international, best-selling pop-econ book Can’t We Just Print More Money? Jack has published a number of academic papers and earned his PhD in Economics from the University of Kent, where he was awarded the prestigious ESRC scholarship. He is also a fellow of the Royal Society of Arts.

Avanthi is a Principal at UK Finance’s Capital Markets & Wholesale Policy Division and leads on UK listing regime reforms, M&A, and secondary capital market related policy files including market data and the consolidated tape.
Before joining UK Finance in 2022, Avanthi worked for 15 years as a financial services regulator, including as a Technical Specialist at the Financial Conduct Authority (FCA) in the UK. At the FCA, she held various roles within its Capital Markets Division, including implementing the listing regime, policy and strategy formulation and trading venue supervision. Avanthi was involved in implementing MiFID II/ MiFIR and the Market Abuse Regulation and led the FCA’s sector views on wholesale capital markets, contributing to the FCA’s business planning. She also led the IMF FSAP (Financial Sector Assessment Program) for the FCA in 2021 and previously held various capital market regulatory and legal roles.
Avanthi is a dual-qualified lawyer in England and Wales, as well as in Sri Lanka and sits on the Membership and Communications Committee of the Law Society of England and Wales.
