Mr. Al-Hazzani is the Chief Executive Officer of Muqassa and has held that position since its establishment in May 2018.
He also serves as a member of the Board of Directors of the Security Depository Center Company (Edaa) since 2018 and Saudi Exchange since April 2021. Prior to his appointment as the CEO of Muqassa, Mr. Al-Hazzani held a variety of positions such as Head of Clearing and Settlement and was a Risk Planning Manager who was responsible for maintaining risk management processes and policies for Saudi Exchange and designed, developed and recommended a variety of strategies in order to minimize risk exposure.
He carries a breadth of knowledge in the capital markets, risk management, clearing and settlement industry. He held many leading positions within the Saudi Stock Exchange (Tadawul), including heading the clearing and settlement function, along with the Post-Trade Transformation Program.
Mr. Al-Hazzani holds an MBA, a Minor in Finance and a Bachelor’s degree in Computer Science from King Saud University, Saudi Arabia.

Yazeed Alnafjan was appointed to the position of Deputy Governor, Financial Innovation at Saudi Central Bank in
2024.
In this role, he leads the Central Bank and Regulatory Authority’s mandate of financial sector development through the parallel activities of internal organizational development and the market development across the regulatory perimeter covered under SAMA.
With dedicated functional teams focusing on Market Development, Innovation, Central Bank Digital Currency, Virtual Assets and Open Banking, the Deputyship spans a wide remit to ensure the industry development and regulations progress at similar pace through accelerated regulatory development and introduction of new products and services into the market.
The Deputyship also leads the implementation and oversight of the Fintech Strategy, which is a key enabler of the Saudi Arabia Vision 2030 objectives, with Yazeed being a member of the Board of Directors at Fintech Saudi, the government body leading the fintech ecosystem enablement and growth.
In his prior role as Director General of Banking Control, he was responsible for all matters related to supervising, regulating and licensing banks in Saudi Arabia. Through his work, Yazeed focused on safeguarding the soundness, resilience and stability of the Saudi banking sector, in a manner consistent with SAMA’s mandates of preserving financial and monetary stability, whilst also ensuring the sector continues to play its integral role in supporting economic growth of the country. In addition, Yazeed participates in several local and international committees, including the Basel Committee on Banking Supervision (BCBS) and Basel Consultative Group (BCG).
Yazeed also brings experience of managing the Money Market and FX Division, where he was responsible for the Central Bank’s asset-liability management and FX activities, in addition to the implementation of monetary policy and system liquidity management.

Throughout his career, Mohammad has been fortunate to play a role in initiatives that have helped strengthen Saudi Arabia’s financial markets. As Director of Debt Instrument Offering, he helped establish a new department that introduced a debt capital market strategy, which received board approval with a long-term vision to expand the local debt market. Previously, as Director of Investment Products Development, he contributed to regulatory advancements, including facilitating Saudi Arabia’s first connection to Euroclear, which helped increase foreign investment in the bond market by 926% year-over-year.
His work has also included efforts to support greater access for international investors, such as laying the regulatory groundwork for the first foreign company listing in Saudi Arabia and assisting in the market’s inclusion in global emerging market indices, resulting in billions in new investments. He was also part of the team that worked on the Saudi Aramco IPO, helping to ensure transparency and fairness in what became the largest offering in history.
Before joining CMA, Mohammad gained experience in treasury and asset management at Saudi Awwal Bank (SAB), where he was part of a team managing a $10 billion investment portfolio. He holds an MBA from London Business School and a B.Sc. in Finance from King Fahd University of Petroleum & Minerals. Scott O’Malia is Chief Executive Officer of the International Swaps and Derivatives Association, Inc. (ISDA), a position he has held since August 2014. At ISDA, Mr. O’Malia has led the Association’s drive to promote safe and efficient markets, and develop industry standards and legal documentation. This includes a push to develop common standards and processes to support new technologies aimed at improving post-trade efficiency through the adoption of innovative and scalable fintech and regtech solutions.
ISDA is a global derivatives association that represents all derivatives users on key industry issues, including trading, clearing, reporting, margin, capital and legal standards. During Mr. O’Malia’s tenure, ISDA has expanded its Board to include broader representation of derivatives users, making it the most diverse in the Association’s history. Mr. O’Malia has also brought greater focus on market infrastructure issues – in particular, the cross-border harmonization of global central counterparty regulation, trade execution and data rules.
Prior to joining ISDA, Mr. O’Malia was appointed by President Obama and was confirmed by the US Senate to serve as Commissioner of the Commodity Futures Trading Commission (CFTC). He served in this position from October 2009 until August 2014. During this time, Mr. O’Malia debated and cast votes on the CFTC rules related to Title VII of the Dodd-Frank Act. Dr. Peter Werner is a Senior Counsel based at ISDA’s office in London. Dr. Werner is ISDA’s global lead on financial law reform (contract, insolvency and resolution, collateral, conflict of law rules, dispute resolution). He is also ISDA’s representative on law reform matters to various international organisations (e.g., UNIDROIT, UNCITRAL, Hague Conference on Private International Law). Dr. Werner is also ISDA’s global lead for ISDA’s documentation projects in energy and commodities (incl environmental products) as well as developing products. Furthermore, he is responsible for legal and regulatory issues in emerging markets across Central and Eastern Europe, Africa, Latin America and the Middle East.
Dr. Werner is qualified in Germany and holds a Ph.D. in international law. Dr Werner served as vice-chair of the Private International Law Committee of the ABA Section of International Law and is currently co-chair of the ABA Task Force on Financial Engineering for Economic Development (FEED). He is also a Finance Expert on the Panel of Recognized International Markets Experts in Finance (PRIME Finance) and a member of the editorial board for the Capital Markets Law Journal (Oxford University Press).
