Alina Dragomir joined the Post Trading Team at the European Securities and Markets Authority (ESMA) in 2014, where she has been involved in the elaboration of the CSDR Level 2 measures, as well as in other regulatory and supervisory convergence measures related to CSDs and settlement. Alina coordinates ESMA’s activities related to TARGET2-Securities (T2S). She also coordinates ESMA’s work on the implementation of the DLT Pilot Regime in the EU. Prior to this, Alina worked for the Romanian Financial Supervisory Authority for 7 years, where she followed post trading issues. In this capacity, she took part in the Council negotiations of EMIR and CSDR. She also contributed to the work of European Commission expert groups, as well as CESR and then ESMA post trading expert committees. She holds an MSc in Economics from the Bucharest Academy of Economic Studies. Alina has extensive experience and expertise in EU policy and regulation covering CSDs and securities settlement.

Jamie Rush has been Chief European Economist at Bloomberg in London since 2015. He leads a team of experienced research economists analysing and forecasting the economies of the UK, the euro area, the Nordics and Russia. He also managed the Middle East and Africa teams for five years and led the development of {SHOK}, Bloomberg’s in-house model of the US, Euro Area and UK economies.
Jamie holds a PhD in economics from the University of Sheffield and has published papers on fiscal and monetary policy coordination, measuring economic slack and forecasting. He regularly appears in print media, online and on television, has given evidence to the British Parliament on forecasting and is an occasional guest lecturer at University College London.
Before joining Bloomberg Economics, Jamie was a Senior Economist at the UK Office for Budget Responsibility, producing the government’s official economic and fiscal forecast. Before that he was a Senior Economist at the New Zealand Treasury, advising the government’s Chief Economist. His career began at the UK Treasury in the macroeconomic prospects team.
With two young children and a hospital doctor for a partner, Jamie’s spare time is limited. On the rare occasion he gets a moment to himself he can be found using his hands – making something, fixing something, or sailing a boat.

In 2018, she became the Head of EMEA Equities Market Structure focusing on Brexit and MIFID III impacts on Equities liquidity access and execution services. Within this role, Val led efforts to identify opportunities to enhance services to meet the needs of the firm’s global client base while supporting DTCC’s goals and continued focus on automation, standardization and client experience.
Before DTCC, Val served as Global Head of Markets, Post-Trade Services and Europe Markets Operations at Barclays, with oversight for all post-trade processing including U.S. and internal securities settlement and asset servicing. There, he was responsible for the implementation of a strategic global operational model to provide improved post-trade service capabilities to clients and internal businesses as well as the design and delivery of an enhanced strategic architecture to achieve automation, process improvement and risk management objectives. Val also was co-chair of Barclays Multigenerational Network. Previously, Val held several senior roles at Citigroup.
During his career, Val has served on several Boards and Committees, including DTCC’s Deriv/SERV Board, LCH OTC Deriv Net, and the International Swaps & Derivatives Organization’s (ISDA) Market Infrastructure & Technology Committee (MITOC). Val holds a Bachelor of Law (with French) degree from Nottingham Trent University.

Gary is one of the founding members of ISITC Europe and is currently a Director of Industry Affairs at ISITC Europe CIC, which is a registered not-for-profit community interest company. He has recently completed a 9 month academic research study on ‘Industry Preparedness for Accelerated Settlement’, published by the SWIFT Institute and a subsequent ISITC Europe paper ‘Accelerated Settlement – Global Trend, Local Challenges.
Gary been in the finance industry since 1969, holding senior positions within several major financial institutions. He participated in many industry committees including setting the CISI Operations Management exam papers and has been a guest lecturer at Reading University and at the ICMA. Gary has also undertaken a range of consultancy assignments as well as working in an advisory and industry relationship capacity for a number of leading suppliers, enabling him to understand problems from both the buyer’s and seller’s perspective.
Gary is highly sought after for his views and advice on the impacts on business and operations of market and regulatory changes. He has run many industry workshops, training sessions and roundtables and chaired, moderated a considerable number of conferences. His blogs, articles, whitepapers, and reports are published world-wide, and he is an accomplished speaker and commentator on the many changes in the financial services marketplace.

Olivier Zemb joined CACEIS in September 2019 as Head of Equity Finance & Collateral Trading in Luxembourg.
He is focusing on maximizing revenues, mitigating risks and optimizing collateral for clients in Principal and Agency lending.
He has over 16 years of experience in the Securities Finance industry.
Prior to joining CACEIS, Olivier worked for almost 10 years at BNP Paribas Securities Services in London where he was Head of Global Trading Strategies for the Agency Lending department.
He started his career in Paris at Fortis Investment Management as a Securities Finance Trader executing Repo/Reverse Repo and managing the securities lending activities.
Olivier holds a Master 2 Research (DEA) in Markets and Financial Intermediaries from the Toulouse School of Economics.
